How to Become a Real Estate Broker in the Philippines

Owning a house is a dream for many Filipinos.

Many properties are for sale out there, but every transaction involves a big amount of money. And with many reported cases of property transactions gone awry due to many factors such as lack of understanding, non-disclosure of fine yet significant part of a deal, hidden costs and other forms of miscommunication between the buyer and seller or deception on the part of people who represent property owners.

As a result, home buyers who have limited knowledge about the property market are often hesitant to transact with just anybody.

That is why just like engineers, nurses or doctors, people who are involved in real estate business tasked to bridge the transaction between an owner and a buyer should also be authorized or licensed. For this reason, the Real Estate Service Act of the Philippines or the RESA Law was established.

Prior to the setup of RESA Law in 2009, real estate brokers were licensed by the Department of Trade and Industry. When the law was passed, Professional Regulation Commission became responsible in the regulation of the profession. While those who hold under license issued by the DTI are eligible to obtain license without taking the Real Estate Broker Licensure Examination.

Real Estate Broker License Requirements
To be eligible to be a licensed real estate broker in the Philippines, one must meet the following requirements:

  1. A bachelor’s degree in any college or university accredited by the Commission on Higher Education (CHED)
  2. Must have earned 120 units of the required Continuing Professional Education (CPE) at an accredited real estate service training provider
  3. Good moral character as evidenced by not having been convicted of any crime
  4. Completed application with the PRC, who in turn will assess and approve the said application. Upon approval, the Board of Real Estate Service
  5. of the PRC will issue the permit to the applicant, in order for him or her to take the exam.
  6. Must take and pass the real estate broker exam.
  7. Documents that Must be Submitted to the PRC

In addition to the above requirements, applicant is required to submit the following documents:

  • Original and photocopy of certificate of birth from the National Statistics Office or a valid Philippine passport
  • Original and photocopy of transcript of records or college diploma
  • Original and photocopy of a notarized certification of the applicant’ years of experience by his employer or a prerequisite Certificate of
  • Registration, Professional Identification Card, or DTI license
  • Clearance from the National Bureau of Investigation
  • Original and photocopy of a duly notarized certificate from the accredited seminar or training provider
  • Community tax certificate
  • Four colored passport-size pictures with white background and complete nametag
  • Real estate brokers exam application form

Note that other documents in accordance with the requirements set by the PRC may be requested.

These documents must be submitted to the PRC so the applicant can pay the required fees, after which the PRC will issue a permit to take the exam. The exam is scheduled every March and is held in testing centers in several cities across the Philippines (Manila, Baguio, Cagayan De Oro, Cebu, Davao, Iloilo, Legazpi City, and Lucena).

Real Estate Broker Responsibilities

A real estate broker also known as property agent is the person whom a buyer or tenant will transact should he or she decides to buy or lease a property — subdivision house, condominium unit, commercial space or other similar properties. He or she is licensed and authorized by the PRC to facilitate the sale, exchange, or lease of a piece of real estate.

A broker’s main task is to act as a conduit or agent of either the buyer or the seller in a real estate transaction. It is also important to note that a real estate broker must work in their client’s best interest, so being a “double agent” or working for both parties is considered unethical. He or she also facilitates in the processing of property titles, deed of sale, lease contract or other necessary documentation upon the consummation of the sale or rent of a real estate property.

How to Become a Licensed Real Estate Broker in the Philippines

What is a Real Estate Broker?
A real estate broker is a person authorized to represent another person in performing functions, specifically offering, advertising, soliciting, promoting, mediating, and negotiating during sales, purchases, exchanges, mortgages or leases of real estate or any interest therein.

Does a Person Need a License Prior to Real Estate Brokerage Practice?
Yes, a license is necessary. This is stipulated in the Philippine constitution.

What are the Requirements to Become Licensed Real Estate Broker?
A person applying for real estate brokerage license must meet the following qualifications:

• You must be at least 21 years old.
• You must not be convicted of any offense.
• You must have completed at least 144 units of college undergraduate studies, or 72 units in college provided that you have been a licensed salesman for a period of 4 years and duly endorsed by a licensed broker.
• You must pass the written exam for real estate brokers.
• You must be able to establish an office with amenities needed to deliver the services expected of a broker.




Do I Need to Take a Licensure Exam Prior to the Grant of License?
Yes. You must pass the exam for real estate brokers administered by the Department of Trade and Industry (DTI). The exam is annually administered every last Sunday of May and November, throughout selected testing centers determined by DTI.

The application is filed at DTI, or through their regional offices. Application forms may also be obtained from these offices with prerequisites to supplement the application forms.

What if the Real Estate Broker also Sells Condominium Projects Real Estate Subdivisions, Is a Separate License Necessary?
The real estate brokerage license is sufficient. However, the real estate broker needs to be registered with the Housing Land Use Regulatory Board if he/she wishes to sell.

What if an Unlicensed Person Engages in Real Estate Sales?

Why You Should Not Work with Unlicensed Real Estate Agents

In the Philippines, the average salary of licensed real estate brokers is Php 19,000, plus the commission. With real estate property buying and selling becoming a lucrative business at present time, it appears that the number of unlicensed real estate brokers and agents is ballooning in number. Unlicensed real estate brokers get as much as salary (or even more) of registered ones.

There are three major reasons why sellers and buyers patronize the service of illegal property agents:

(1) they offer cheaper service
(2) they have lesser commission rates, and
(3) buyers and sellers can shun from paying hefty taxes.

Despite these boons, the Philippine law outlaws such agreement and describe the transaction as ‘dangerous’ because transacting with such unlicensed brokers offer no support from authorities in cases of fraudulent deals. Needless to say, we recommend you should not work with unlicensed real estate brokers and agents:

  1. A bogus real estate broker has no license to protect. This means there is no way you can file for revocation or cancellation of his/her licensed in the event the unlicensed real estate broker swindles you.
  2. A bogus real estate broker has no professional affiliation or organization. Not like licensed brokers and agents, they do not own offices where you can easily find them. This implies that whenever a problem arises between your contract or agreement, you wound not know where to hunt them.
  3. A bogus real estate broker follows no professional standards. Not only they do not adhere to conducts and standards pertaining to real estate industry, but a phony real estate service provider can easily operate without recognizing the moral and ethical benchmarks. People who deal with unlicensed real estate person often receive no or poor information about the deal.
  4. Transaction with a bogus real estate broker is illegal. Under the Republic Act 9646 (RESA Law), any dealing with or by an unlicensed real estate agent is liable to be punished by the said ruling.
